According to the January 17, 1902, Checotah Enquirer, Caesar Payne was appointed a deputy U.S. marshal by Marshal Leo Bennnett and stationed at Wewoka, Seminole Nation. According to the newspaper he replaced Jacob Harrison at that location. Payne, a Seminole Freedman, had served many years with the Seminole Lighthorse Police at Wewoka. You can add him to the list of black deputy U.S. marshals who served in the Indian Territory.
